Abstract:

In this article discusses different views on the administrative management of national territories. At present, this issue has not lost its relevance. In this article, on the basis of interdisciplinary and comparative approaches, various sources are comprehensively analyzed, showing the dynamics of decisions made on the research problem, and the relationship between state and departmental interests is determined. The novelty and originality of the work is given by the coverage of the problem in a historical and comparative style, which makes it possible to clearly demonstrate state approaches to building relations with controlled territories in the South of the country, highlight the fundamental differences in their choice for each specific people, determine priorities and, on this basis, reveal the tactics of building an internal political activities in the very conditions in which these relations originated and developed.
